Your Role
Manchester City Council is looking for specialist contractual and compliance support to the Highways service to manage our new Highways Infrastructure Construction Framework.
The role holder will lead the management of the framework and the monitoring of associated approaches and procedures for other routes to market. The role holder will also support the achievement of strategic and operational objectives through a focus on quality, value for money and innovation whilst providing organisational assurance.
The role holder will work in partnership with both internal services and external partners in a manner which is focused on organisational objectives and embraces the principle of joint working. Particularly this will involve forming strong relationships with MCC Legal and Procurement services.
The role holder will ensure the effective contractual compliance to minimise risks and provide reliable information and support to managers and decision makers.
About You
The candidate must have either have a CIPFA Diploma in Contract Management or be a member of Chartered Institute of Procurement and Supply (CIPS).
Previous experience in contract management and managing frameworks is essential and being conversant in forms of contract including NEC 3/4 is desirable.
The candidate should be fully conversant with procurement activities and the various forms of tendering.
About Us
The post will be part of the Design, Commissioning & PMO team that is responsible for:
? Designing and delivering major and minor schemes and projects, both directly and through external suppliers.
? Monitoring progress against delivery, to ensure that plans remain on time and within budget.
? Maintaining a Programme Management Office as the custodian of all processes and information.
? Overseeing the Highways investment programme.
? Planning and delivering major projects (25 are currently at various stages within the delivery process) with a total value of £40m
? Planning and delivering a huge number of smaller projects, ranging from simple Traffic Regulation Orders; Section 38 agreements (used when a developer proposes to construct a new estate road for residential, industrial or general purpose traffic that may be offered to the Highway Authority for adoption as a public highway) and section 278 agreements (which allow a developer to carry out works to the public highway, including roundabouts, priority junctions and junctions with traffic lights); cycling, walking and parking schemes and small scale highway improvements such as at Ringway airport.
